28yo new driver needs liability insurance

Newly Licensed male 28 yr old never had car or license, rates for liability over $150 monthly, need help! I have requested numerous quotes and the sticking question is always had this person had insurance in the past 30 days. Of course, he hasn't, he just got his license! The rates are impossible to meet for someone in a 1999 car for liability only! One company even declined him. Is there any relief for this, they force you to have insurance then they jack up the costs? How is this fair?

Having prior insurance as a rating factor tells the insurance a few things. One, will you be able to maintain a policy? Two, how long have you been driving with insurance. Not having insurance because you did not have a license, tells the insurance company that you are an inexperienced driver and they do not know what kind of risk they will be taking by insuring you. This is why your rates are higher. Once you've had insurance for at least six months, your rates will start to go down. The longer you have insurance the better.
