Can I get auto insurance for low-mileage driving due to disability?

My mother is no longer driving due to a disability. However, she would like to keep the vehicle in case someone needs to drive her to an appointment. How can she get insurance for a vehicle that won’t be driven very much?

Because California uses mileage as one of their biggest rating factors, she should be able to find insurance that can accommodate her needs. However, she would need to show proof of how much she drives. Most companies require receipts from oil changes or other work as proof of her mileage use.
