Can my husband be liable for his ex-wife's uninsured vehicle?

If my husband's ex is uninsured and their minor daughter drives her vehicle and she gets into an accident, can he be held liable? They have 50/50 custody. I have already confirmed with our insurance company that they would only provide secondary coverage in this situation, not primary.
