Are car diagnostics covered by the at-fault party?

I was hit on May 6, 2019 on a military base. The car backed into my car and the driver took responsibility as at-fault. A police report was written and there are witnesses. My transmission began slipping days later. Can I get a free transmission diagnostics or can the military insurance company refund me if I have to pay for collision diagnostic?
