If my company is about to cancel my insurance, can I still submit a new claim before they cancel me?

I already have three claims filed in the last three years and I just had another accident recently so I'm trying to decide whether or not to claim it. Will this impact my chances of getting a new policy with a different company?

Technically, as long as your policy is still active then you are still covered under the terms of that policy. So yes, you should still be able to file an insurance claim before the date of your policy cancellation. As far as eligibility with a future insurance carrier, your driving history absolutely can impact your ability to get a new policy with a new company. It may be difficult to find an affordable rate until those incidents pass three years, and some carriers will not offer a policy at all if you have an extensive accident or claim history. Ultimately the decision to file the claim will be up to you, but it's important to consider how it could impact your insurance eligibility going forward.
