At-fault driver refuses to return my calls

Someone bumped into the back of my car and gave insurance that expired. I got the license plate + number (only) but they won't respond. We did not get the drivers license. We got the number and the number worked. However, the insurance they gave us expired two years ago and covered a different car. They were reluctant to give us their insurance but one I said I would call the police they gave it to us. Not only that, they kept on denying that they bumped into our car, even though the bump showed on both our cars from collision (only got the bump picture from my car though) and three passengers on my car felt the impact. We were following the rules of the road, however, the ones that crashed into us were not as they did not read the stop sign and collided into us.

In this case, you would want to contact your insurance company and let them handle the claim. They will be able to investigate the incident and determine how to proceed with the claim. They will also try to find the other party involved in the accident. If you do not have insurance, I would recommend seeking legal advice.
