Who is at-fault when parking spot stopper had bolts sticking out of it?

I pulled too far forward while parking and hit the cement stopper which had bolts sticking out of it. It tore up my bumper. Clearly, the bolts shouldn’t have been there. Who is at-fault?

Unfortunately you would be considered at fault for the damage to your vehicle. If you file a claim, it will likely be paid under collision coverage, meaning you’ll be required to pay your deductible. I would recommend getting a repair estimate first before notifying your insurer to see if you can afford to pay for the damage yourself. If you have more questions about filing a claim, see How to File a Claim here.
