Who to file a claim when the at-fault driver didn’t own the vehicle?

I have liability but the person that hit me had no driver’s license and no insurance but they also were not the owner of the car.

In this instance, you may be able to have the owner of the car’s insurance pay for the damages depending on their policy. If they have a permissive use policy, and the driver had permission to drive the car, they should pay for your damages. If not, you will need to hire an attorney and take legal action.
