If I backed into an uninsured car, do I still need to file a claim to fix the car?

I caused minor damage to the rear side panel, they had no insurance and didn't want to call the police. Do I still need to file a claim to fix their car?

Even if the vehicle you backed into was uninsured, it is still your responsibility to pay for the damages if you were at-fault. If the other party doesn't want to go through insurance, then they don't have to. If it's just minor damage, it may be cheaper to pay for it out-of-pocket.
