If I damaged another person's car but they waited to file a claim and I no longer have the car insurance policy, do I have to pay them?

I barely rear-ended a car in August of 2019. I gave the other driver my car insurance policy information but he never filed a claim. A few months later I moved states and canceled that policy. Now he sends me an estimate.

You do not have to pay them if you had insurance at the time of the accident. They would need to contact the insurance company you had at the time, provide them with your policy information, and start the process.
