How would insurance work for drivers hauling a trailer they don’t own?

The state organization owns the trailer, which we haul from a home base about a quarter-mile from the prison to the prison itself, and then back, over a four day period (Thursday through Sunday). Individual members with vehicles built for hauling trailers haul it back and forth. The trailer is of common size, like those used by U-Haul for moves. How does one arrange for liability insurance for the driver in that case, given it’s not the driver’s trailer?

The drivers need to be insured on the policies of the people who own the vehicles that are hauling the trailer. Since the trailer is already insured, there is no additional insurance required. You just need liability insurance for the vehicles.
