Insurer refuses to give me my money back

On 11/06/2017: I receive a notice of Non-Renewal from Progressive Ins. Notice states that the policy will expire on 12:01 a.m. 12:05/2017. I purchase a new policy from Liberty Ins. to take effect on 12/05/2017. That same day, Progressive Auto-deducts monthly premium from my bank. Same day it supposedly is to cancel. I phoned Progressive today to inquire about a refund for the amount of the auto-deduction, since they cancelled the policy, why would I pay for a month that I will be not insured by them? Progressive Rep says the auto deduction was taken on 12/01/2017. I tell him no, it was 12/05/17. He puts me on hold for a while. Then tells me he cannot refund me my December premium because "technically it was for the month prior". i.e. November 2017. Is this legal?

I would try calling back again. It could be that the agent you spoke with was misinformed. From my experience, insurance companies bill you ahead of time as they prefer to get their premium in advance. Best of luck.
