Question

What could be the reason State Farm increased my premium?

No accident, no ticket, no changes on my side. It is not normal for a premium to increase for no reason by 39% from January 2019. They claim it is due to California Ins. Dept changes, is that possible?

Since it is policy-specific, State Farm will be the only one who can answer why the rate increased by 39%. I am not aware of any insurance law in California that would cause an increase of 39%. It could be that there was an influx of claims in your area, which would alert insurers to elevated risks in your location. I suggest you shop around for a new rate and see if you can find one that beats the increased rate by State Farm. Below is some information you might find useful.
