If someone hits my uninsured vehicle, will their insurance pay for a rental car?

A neighbor hit my uninsured car while it was parked outside of my house. My car has been off the road for repairs and I was about to take it for a smog inspection to get it back on the road. Will my neighbor’s insurance policy pay for a rental vehicle while my car is getting fixed?
