How do I get insurance on a vehicle I plan to finance?

Essentially, you need to have car insurance in the state where the vehicle will be kept. Car insurance is state specific.

What documents do I need to buy a used car?

Yes, you will need to have insurance on this new vehicle to legally drive it in Washington. As for the documents to actually purchase the car, you will need: Ideally, a vehicle history report, owner’s manual and anything else that came with the vehicle. Smog test (if required by your state). Title (which requires the seller to go to the DMV or AAA office with you for registration). A bill of sale stating VIN (vehicle identification number), mileage, plate number, both the seller and buyer’s names and addresses, and the sale amount. Original title with seller’s current information on it.

Will an insurance company tell me if someone has paid a loan off?

Unfortunately an insurance company is not able to get information on another person's loan status due to privacy laws. Typically when a loan is fully paid off for a vehicle, then the title is transferred to the owner, who should then turn it over to you with the vehicle.
