In a state of emergency, does my insurance company have to help me if I have flood damage but no flood insurance?

If your home and basement were damaged by water that wasn't attributed to an actual flood then you will likely be covered by your company. Unfortunately, the declaration of a State of Emergency doesn't mean that your policy applies any differently; especially since flood insurance is provided by FEMA and not a part of your actual homeowners insurance policy.

In Michigan, each driver is responsible for damage to their vehicle so the person who was hit would need to file a claim with their own insurance company. Unless your vehicle is also damaged and you want it repaired, you wouldn't need to contact your insurance company as the other driver would have to file a claim with their company anyway.

While I can't say with a certainty, it sounds like you were set up for EFT (auto-draft) payments with Allstate so you didn't have to worry about calling in or mailing a payment. Unfortunately with EFT options, it may not be possible to stop a scheduled payment draft depending on when the payment is set to be withdrawn.

There is no guarantee that his rate will decrease, but on average, rates decrease as drivers get older. Calling his agent might help, but only if the agent works with multiple insurance companies since his current company is unlikely to make adjustments to the rate in the middle of the policy term.
