There is no legal window where you can drive without the plates. If you are buying through a dealership they should be able to assist you on behalf of the state of Virginia in obtaining a temporary plate.

Unfortunately, you and the vehicle were not insured during the time of the accident, and if no policy was bound at that time, then you would not have coverage for the accident. Insurance will never backdate and trying to get them to cover an accident that already occurred is considered fraud.

Temporary car insurance doesn't really exist. You will likely have to get a Texas auto insurance plan before they let you leave with the vehicle.
