How will my rate be impacted by opening a comprehensive claim? How is fault decided?

If it is considered comprehensive, there would be no fault on the claim so you can take that out of the equation. Comp claims are best summed up as your responsibility but not your fault.

What kind of insurance do I need if I'm renting out my property?

What kind of insurance you need depends on a few factors of your rental. For insurance, a million in liability may sound like a lot but for most businesses, this is just a starting point because the risk of lawsuits and other exposures are so much higher.

Should I just file a claim or pay for damages?

Because of the amount of damages and your deductible, I do not recommend filing a claim. Considering you already have what sounds like an at-fault accident on your insurance record, another one where the savings is only $385 probably isn't financially worth it.

Can freezing your credit score affect your car insurance premium?

It's unlikely the freezing of your credit caused your premium to change - as freezing it doesn't affect your score and that's the only way your premium would adjust. Premiums, as a whole, have increased in 2018.
