What is Progressive's Snapshot program, and how does it affect my rates?

I'm thinking of signing up for Snapshot to save money on my insurance. How does it work, and will it actually be worth it to save money? I've heard mixed opinions from people on whether or not it's good to have a company tracking you so I haven't decided if I want to do it or not.
