Roadside AssistanceAllstate offers three types of roadside service to customers with and without an Allstate insurance plan. Annual roadside membership plans and pay-per-use plans are available, and if you have Allstate insurance, you can add roadside coverage to your policy. The pay-per-use coverage allows you to pay only for service when you need it (typically with a charge of $119 per tow and $84 for other services like tire changes, jump starts, fuel delivery and locksmith services).Esurance's Emergency Roadside Service will pay up to $75 towards roadside services including towing assistance, tire changes, gas, oil, and water delivery, battery service and lockout service. You may need to have comprehensive and collision coverage as a prerequisite to add this coverage to your policy.
Additional DiscountsAllstate offers additional discounts for utility vehicles, farm vehicles, seniors, and the newly retired.Esurance offers an additional discount for customers who have obtained emergency road assistance from a provider other than Esurance (such as AAA or the National Automobile Club).

This sounds like an company issue and not a state law. Insurance companies in Illinois are legally required to issue refunds for "unearned premium", but you didn't prepay your bill.
