Does Allstate raise rates even without claims?

I haven’t had a single homeowners claim, and my current company is increasing my homeowners insurance price. I'm thinking about moving to Allstate because of better service, but I’ve also heard they raise premiums a lot at renewal. I figure it's just happening across the board, since I hear a lot of people complaining about high rates everywhere, but I want to be sure it isn't something Allstate is known for, in case I switch to them.
