Question
Can you get a handicap pass without a car?
My mother doesn't have a car registered in her name but needs a handicap pass. How can she obtain one? My mother does not own a car. Her daughters take her to and from doctors' appointments sometimes. Does she have to have a car registered in her name in order to get a handicap parking pass?
Answer
Your best bet is to look at North Carolina's specific Disability Placards and Plates web page for the most current information, but here are some basics to keep in mind for your mother's situation.
The placard follows the individual, not the car. Because it would be tied to her, she can legally use it in any vehicle she is driving or riding in as a passenger, so she does not need a registered car to get one. The NC DMV can issue a hanging placard or a special license plate that allows the car to be parked in designated disability spaces and, in most areas, stay longer than posted limits in regular spaces.
To apply, she will need to fill out a form signed by a doctor, nurse practitioner, physician assistant, or provide VA documentation. Placards are either permanent (valid five years, renewable with a doctor's re-signature) or temporary (valid up to six months, not renewable). The placard is only valid when she is in the vehicle; anyone else using it risks a fine of $100 to $250.
Since you, her daughter, will be driving her, it is also worth making sure your auto insurance policy is current and provides solid coverage. The Zebra's car insurance guide is a good place to start if you have questions about coverage. Good luck, and if you have any questions, don't hesitate to ask.
