If I'm no longer driving my car in Georgia, do I have to carry insurance and registration on the car?

I was told to turn my tags in on that vehicle, but I want to sell it. Will that be a problem? I have the legal title in my name

No you don't have to insure a vehicle that you are no longer driving, but you will more than likely be required to cancel the vehicle's registration. That should not affect your ability to sell the vehicle, but I would contact a Georgia registration office to confirm the registration question. Best of luck!
