While I cannot speak for the actual details of your policy, GEICO's roadside assistance does provide lockout services up to $100. Meaning, they would reimbursement you after-the-fact for your claim.

Can I get an SR22 when I don't own a car?

In the event that your state has suspended your license and requires that you have an SR22 then you will need to purchase an auto insurance policy. For people who do not own a car but are required to carry an SR22 then the solution is a non-owners insurance policy.

Does car insurance cover a locksmith?

If you have roadside assistance on your insurance policy then it is extremely likely that your policy will cover a locksmith to unlock your vehicle. You might even be able to get your vehicle "re-keyed" under your roadside assistance coverage if you aren't able to find your keys.
