Roadside assistance covers towing but it won't cover your car being towed by someone else. Your insurance company will not cover the cost of your car being towed from parking in the wrong location.
What could be the reason State Farm increased my premium?
Since it is policy-specific, State Farm will be the only one who can answer why the rate increased by 39%. I am not aware of any insurance law in California that would cause an increase of 39%.
I started a claim but canceled it with no payout. Why is it on my CLUE report?
Unfortunately, if you start the claims process, the insurance company can list it on your CLUE report through LexisNexis which contains your claims history — even if there was no payout or resolution. You can dispute with State Farm to see if they will remove it, but at this point, that is really the only option which is definitely frustrating.
Does State Farm match auto insurance quotes with other companies?
In truth, no. Car insurance companies determine their rates based on their previous years' filings (loss to revenue ratio) in addition to other factors.

Are some insurance providers better suited to my needs than others to get the best rate?
Because most coverage options can be matched across insurance companies, I think what you are really looking for is the best customer service/claims support for the best cost. Right off the bat, I know Geico probably wouldn't be an option for you with a leased vehicle.
Does Farmers allow exclusions?
While I do not work for Farmers, it has been my experience that they do allow exclusions. Usually, you will need to call your agent or a customer service representation at their call sent and request an exclusion form.
Will my farmers insurance cover my towing off the the NJ turnpike
Although I am not a Farmers insurance agent, my understanding of Farmer's Roadside Assistance program is you can either call their roadside service while your vehicle is inoperable and they will tow you up to $150 or you can be reimbursed for your troubles. However, this is all dependent on having towing and roadside on your policy.
Will insurance cover someone other than the insured?
While it can vary by company, insurance will follow the car rather than the driver. So, in the event you get into an accident in your dad's vehicle, his insurance would be primary and yours would be secondary.
